Emergency Communications Officer (Certified and Non-Certified)

Certified $42,028 / year or higher DOQ + Full-Time County Benefits. 

Non-Certified $40,000 / year or higher DOQ + Full-Time County Benefits. 

James City County is offering exciting opportunities for a career in emergency communications with signing bonuses for eligible candidates! Both non-certified and certified Emergency Communications Officers are eligible for $2,500 and $4,000 additional signing bonuses, respectively, regardless of career ladder level. Tuition assistance for job-related college courses is also available, up to $5,250 per year.

There are four levels of Emergency Communications Officer distinguished by the level of work performed and the qualifications of the employee:

Emergency Communications Officer I: $39,199 / year or higher DOQ:

  • Must complete certification in VCIN/NCIC within six months of hire in compliance with state requirements.
  • Communications Officer I training
  • Must successfully complete the following within 12 months of hire:
    • James City County’s In-House Basic Academy
    • Hampton Roads Regional Academy

Emergency Communications Officer II: $42,028 / year or higher DOQ:

  • Must have a minimum of twelve (12) months of experience as an Emergency Communications Officer I with James City County or equivalent as approved by Fire Chief.
  • Must successfully obtain and maintain the following:
    • All requirements of Emergency Communications Officer I
    • Emergency Medical Dispatcher (EMD)
    • Level A Virginia Criminal Information Network (VCIN)
    • Virginia Department of Criminal Justice Services (DCJS) Certification
    • Cardio Pulmonary Resuscitation (CPR)
      Must demonstrate proficiency in all computer systems used in Emergency Communication Center (ECC)
      • Knowledge of the operation of Enhanced 911 and computer-aided dispatch system.

Emergency Communications Officer III: $45,074 / year or higher DOQ:

  • Must have a minimum of twelve (12) months of experience as an Emergency Communications Officer II with James City County or equivalent as approved by Fire Chief.
  • Must successfully obtain and maintain the following:
    • All requirements of Emergency Communications Officer I and II
    • Must obtain certification in one (1) of the following areas:
      • Association of Public-Safety Communications Officials (APCO) EMD Instructor
      • General Instructor from Department of Criminal Justice Services
      • APCO Communications Training Officer

Emergency Communications Officer IV: $48,347 / year or higher DOQ:

  • Must have a minimum of twelve (12) months of experience as an Emergency Communications Officer III with James City County or equivalent as approved by Fire Chief.
  • Ability to provide strong leadership skills in support of division management and in modeling the County’s mission and values as determined by the Division Director.
  • Must successfully obtain and maintain the following:
    • All requirements of Emergency Communications Officer I, II, and III
    • Must obtain certification in two (2) additional areas:
      • Administrator of Visual CAD Maintenance
      • VCIN Instructor
      • APCO Communications Center Supervisor
      • CPR Instructor
      • IS-240.A: Leadership & Influence
      • IS-241.A: Decision Making and Problem Solving

Required for all career ladder levels: Satisfactory completion of introductory (initial or promotional) period; “meets” or higher on last performance evaluation; not received a written reprimand or higher-level disciplinary action within the past 12 months; funding of career ladders in budget must have been approved by Board of Supervisors; and certification from Department Director of completion of requirements.

The Emergency Communications Division is looking for individuals to perform responsible work using a Computer-Aided Dispatch system to dispatch calls to Police, Fire, Emergency Medical Services, Animal Control, Game Warden and James City Service Authority (JCSA) personnel, usually in response to emergency situations.

All employees are expected to work effectively and ethically with citizens and with each other to meet the needs of the community and the organization. Employees are expected to demonstrate work behaviors that model the County’s values and further the County’s mission.

Responsibilities (other essential job functions may be designated by department):

  • Accurately obtains, records and disseminates emergency and non-emergency calls for service from citizens and visitors to Police/Fire/EMS responders.
  • Reviews emergency call information; determines nature of call; dispatches call to the most appropriate and closest unit or person to the scene of the emergency; relays all pertinent information to responding units; stays in constant contact to relay additional information and respond to requests.
  • Operates radios, computer networks, multi-lined telephone systems and related equipment.
  • Enters wanted/missing persons and/or stolen property into the State and National wanted system.
  • Monitors and responds to the Surry Nuclear Power Plant and activates alarms when necessary; monitors the National Weather Alert System; contacts Virginia Department Transportation (VDOT) as necessary.
  • (Emergency Communications Officer II/III) Assists in training new employees.
  • (Emergency Communications Officer IV) Acts as supervisor in the Emergency Communications Supervisor’s absence.
  • Performs other duties as assigned.

Job Locations and Conditions:

  • Duties are performed primarily in the Emergency Communications Center.
  • Requires shift-work; nights, weekends and holidays.
  • Performs work safely in accordance with department safety procedures and County Safety Program; operates equipment safely and reports any unsafe work condition or practice to supervisor.
  • May be required to report to work to serve customers during emergency conditions; may be assigned to report at a different time and location and to perform different duties as necessary.


Requirements

Requirements:

  • Any combination of education and experience equivalent to a high school diploma; some related education and work experience preferred.
  • Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction.
  • Skill in use of computer software, especially Microsoft Office Suite.
  • Ability to input data via a computerized network at a reasonable rate of speed as determined by the department.
  • Ability to make quick decisions while maintaining composure; deal effectively with staff, the public and other agencies often in emergency situations; communicate effectively with others, both orally and in writing; speak distinctly, clearly, and concisely; hear and understand radio and telephone transmissions and respond appropriately; understand and follow directions.
